Automated Tool for Searching the
United States Commerce Control List



The Requirement

According to the Foreign Trade Division of the United States Census Bureau, export licenses are not required for the export of most goods from the United States. However, licenses are typically required for high tech or strategic goods shipped to certain countries where national security or foreign policy controls are important. Export Administration Regulations require a license for certain activities and items (e.g., commodities, software, and technology) if one of ten general prohibitions applies and the export or re-export is not eligible for a license exception.

In order to determine whether an export license is required, companies, research institutions and others involved in export must engage in tedious and time consuming searches of various lists in order to determine whether a given product or technology can be exported to certain countries, companies and persons. License requirements are dependent upon an item's technical characteristics, the destination, the end-use, the end-user, and other activities of the end-user.

Failure to make a proper determination can have serious consequences for the United States and for the entity seeking to export. It is critically important that this determination be made properly and correctly as anyone involved in the export field well knows.

The Solution

ListVUe™ was developed by members of the Vanderbilt University Division of Sponsored Research as an internal tool to facilitate required searches of the United States Department of Commerce's "Commerce Control List." Professionals in the Sponsored Research Division found that they spent an inordinate amount of time conducting Commerce Control List searches. What they needed was a tool that automated the search process and left them with time to do the more important work – that of evaluating the search results.

When the ListVUe developers talked to colleagues at companies and other universities about the tool they had created, many asked if they could license the tool. ListVUe was born. The tool was modified after its initial development consistent with the expressed needs of early testers.

ListVUe empowers decision-makers by providing thorough, timely, comprehensive and accurate searches of the Commerce Control List from virtually any search perspective.
